Jhpiego Monitoring & Evaluation Advisor I - Costing in Baltimore, Maryland

Monitoring & Evaluation Advisor I will provide direct support to the Project Monitoring and Accountability (PMA) project. This includes advising and providing costing and economic evaluation for PMA core and field implementation work, advising on willingness to pay surveys and maintaining routine monitoring and reporting systems for the PMA project management unit by designing, conducting, evaluations or operations research. Advisor will also play a critical role in building capacity of PMA colleagues in the field and Baltimore office in the development, implementation, and quality assurance for monitoring and evaluation systems and activities, in particular economic evaluation and cost estimation to support data-driven program decision-making and organizational development.

This position will also be a member of the Monitoring and Evaluation sub-unit of the Monitoring, Evaluation and Research Unit of the Technical Leadership Office.

  • Work closely with Global Program Operations (GPO) staff to identify and estimate costs related to Jhpiego’s key technical areas

  • Create and maintain a matrix of costs related PMA core and field activities

  • Support ongoing economic evaluations

  • Advise programs on economic evaluations

  • Conduct exploratory cost modeling to investigate sustainable costs for government programs in select service lines or countries that are prioritized

  • Support program routine monitoring and evaluation systems as well as design and carry out evaluations and implementation research studies in conjunction with other M&E and program staff

  • In collaboration with program field staff, provide support in strengthening health systems with a focus on National Health Information Systems

  • In collaboration with program and field staff, ensure successful implementation of program M&E strategies and frameworks

  • Ensure quality, consistency and adherence to standards and best practices for M&E across the program, including data quality and use

  • Work collaboratively with key program staff to plan M&E activities, budgets, timelines, and level of effort requests

  • In collaboration with field staff, ensure necessary M&E planning, development and management activities function smoothly and efficiently.

  • Contribute to developing and building M&E capacity and presence at the field level, with partners and staff at headquarters

  • Prepare results reporting as needed at all levels

  • Participate in development of new country programs and proposals by lead-writing and reviewing M&E sections of submitted proposals to ensure technical quality and inclusion of appropriate activities, budgets and M&E staffing

  • Contribute to the knowledge sharing and transfer process of lessons learned

  • Advocate on behalf of Jhpiego with both traditional and new partners

  • Prepare conference abstracts and manuscripts for publication in collaboration with other staff

  • Assist in the preparation of research plans, tools and consent forms for the ethical review process

  • Represent Jhpiego in professional circles through meetings, conferences and presentations

  • Contribute to Jhpiego staff orientation and updates on areas of technical expertise

  • Promote and support knowledge management and sharing efforts, including active participation in internal and external communities of practice and contribute to Jhpiego’s knowledge management sites

  • Advanced degree in public health (international health, epidemiology, biostatistics, population studies/demography), or a related social science field

  • 8 years of relevant technical experience

  • Prior experience designing and implementing routine data collection systems for health service delivery

  • Field-oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously.

  • Computer skills demonstrating competency in MS Office Suite, and preferably at least one statistical package such as Stata or SPSS

  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability)

  • Understanding of global health and development approaches and experience working with international donor agencies

  • Strong program management and technical skills. Experience in international health program development and project management preferred

  • Strong data interpretation and data use for decision-making skills/results-oriented approach

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure

  • Extensive knowledge in a range of applied research, program monitoring and evaluation techniques in a variety of contexts, regions, and health intervention areas

  • Proficient and experienced in at least two of Jhpiego’s key technical areas

  • Experienced and proficient in writing reports and M&E sections of proposals, including performance monitoring plans for external audiences, including US government, foundations and private sector donors

  • Ability to interact skillfully and diplomatically with numerous counterparts, both domestically and internationally

  • Experience working in cooperation with colleagues who represent a wide range of interests and needs

  • Ability and willingness to learn the technical side of program implementation and the intersection with M&E

  • Awareness of and sensitivity to working in multiple socioeconomic settings with multicultural groups in a developing country environment

  • Knowledge in a range of applied research, program monitoring and evaluation techniques in a variety of contexts, regions, and health intervention areas

  • Ability to travel independently in new environments approximately 20% of the time

  • Experience in manuscript development and presenting at international conferences

  • Experience living and working in a low- or middle-income country

  • Computer skills demonstrating competency in ArcGIS and Tableau

  • Fluency in a second language (French, Portuguese or Spanish)
