Responsibilities

This position serves as Chief of the U.S. Coast Guard Surface Forces Logistics Center (SFLC), Engineering Services Division, Survivability and Sustainment Branch, Configuration Management Systems Section. The Section is responsible for the Coast Guard’s Configuration Management (CM) and Maintenance Management (MM) programs for Hull, Mechanical and Electrical (HM&E;) equipment, as well as ordnance and electronics equipment installed on all cutters and boats.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Supervising a group of approximately seven equipment specialists performing work at the GS-12 level.

  • Providing administrative and technical supervision necessary for accomplishing the work of the unit.

  • Overseeing the execution of Coast Guard programs that are broad in scope and mission, including establishment and implementation of command policies and guides to accomplish asset configuration management.

  • Performing the administrative and human resource management functions relative to the staff supervised.

  • Establishing guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.

  • Observing workers' performance; demonstrating and conducting work performance critiques.

  • Providing informal feedback and periodically evaluating employee performance.

  • Resolving informal complaints and grievances.

  • Developing work improvement plans, recommending personnel actions as necessary.

  • Providing advice and counsel to workers related to work and administrative matters.

  • Effecting disciplinary measures as appropriate to the authority delegated in this area.

  • Reviewing and approving or disapproving leave requests.

  • Assuring that subordinates are trained and fully comply with the provisions of the safety regulations.

  • Representing the organization in assigned system and equipment logistics matters as the Division CM representative to major task groups who originate and modifying system policy, plans, procedures and goals.

  • Directs the development of guidelines to institute standardized categorizing, formatting and application of configuration item naming/numbering structures and associated technical documentation in order to enable efficient research and data analysis of maintenance, reliability, and failures from the enterprise applications.

Qualifications

Specialized Experience for GS-13: Candidates must have at least 1 full year of experience equivalent to at least the GS-12 level in the Federal service. Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment; Reviewing and applying technical specifications and requirements; Analyzing equipment and forecasting spare parts requirements; Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; Analyzing contract specifications and examining pertinent equipment to determine if specifications are met; Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.   • Knowledge and skills in applying a comprehensive range of principles, concepts and practices in CM methods to marine equipment, with complicated technical requirements and limited general guidance or clear precedents for standards or practices, as well as working knowledge of Systems Engineering and Project Management processes to develop and execute procedures for the delivery of effective CM for surface assets.

  • Knowledge and skill in applying the Coast Guard Logistics Information Systems in support of missions and strategic objectives sufficient to oversee and implement a CM program involving difficult issues or problems with SFLC assets, equipment, or service deficiencies. This includes analyzing equipment requirements against customer needs, and ability to evaluate or develop new procedures and processes to increase program effectiveness.

  • Knowledge of the principles, practices and procedures used in the design, procurement, construction, overhaul, operation, modification, provisioning and repair of equipment, ships and small boats.

  • Knowledge of HM&E;, ordnance and electronic systems, preventative maintenance systems, ability to read/interpret drawings, technical manuals, specifications, logistics support plans, and various other documentation to ensure thoroughly informed program decisions.

  • Ability to read, interpret and determine technical validity of drawings, specifications, work orders, engineering change orders and supply technical manuals for highly complex HM&E;, ordnance and electronic equipment, and make detailed technical recommendations.
