This position is located in the Agricultural Research Service (ARS), Administrative and Financial Management (AFM), Acquisition and Property Division with 1 vacancy in Beltsville, MD.

Responsibilities

The incumbent is responsible for supervising and leading a staff in support of the contracting functions and for serving as a Contracting Officer responsible for handling complex, multi-year, service and supplies contracts, construction contracts, and architect and engineering (A-E) contracts.

Major Duties may include, but are not limited to:

  • Participates in overall program management coordination, including long-range planning in connection with broad-based acquisitions, decisions on organization improvements and restructuring, delegations of contracting officer authority for team members, and decisions substantially affecting economy, legality, and efficiency of contract management.
  • Responsible for strategic business planning, achieving/exceeding the requirements of the President's agenda, budgeting, scheduling, and overall acquisition planning for multi-million dollar, multi-year requirements as well as simplified acquisitions
  • Serves as a Contracting Officer for various types of contracting actions including but not limited to service and supplies contracts, commercial acquisitions, negotiated contracts, Federal Supply Schedule buys, simplified acquisitions, construction contracts, architect and engineering (A-E) contract.
  • Provides technical leadership to specialists and technicians, identifying and resolving workload issues and assuring that a balance of assigned activities.
  • Researches and analyzes a wide range of qualitative and/or quantitative methods to identify, assess and improve team effectiveness, efficiency and work products

Qualifications

Time in grade:** Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.).

* Basic Requirements:* Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years’ experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

* AND*

A 4-year course of study leading to a bachelors degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.*

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the competencies to perform successfully the duties of the position. For this position, specialized experience is experience participating in program management coordination and long-range planning for acquisition and contract management programs; performing a full range of pre-award and post-award contracting activities including acquisition strategy, negotiations and contract administration; and providing technical leadership and guidance to specialists and technicians in acquisition and contract activities.
