Leidos Program Manager - TS/SCI with Poly in COLUMBIA, Maryland


Leidos is looking for a Large-Small Mission Focused Team (LSMFT) Program Manager (PM) for a large technical and operational support contract for the Intelligence Community. The LSMFT PM will plan, coordinate, and manage the actions taken by the entire contractor team to initiate and execute a Government contract value exceeding $50 Million a year. The LSMFT PM will perform the overall management, technical, and administrative oversight of the program and be the primary interface between Leidos, the small-business primes and the Government's COR on all TTOs. The LSMFT PM ensures “unity of effort” across the entire program team and resolves all conflicts between prime companies. PRIMARY RESPONSIBILITIES: • Responsible for the technical, management, and financial performance of the entire contract across all prime (large and small) companies. • Responsible for mentoring small business primes • Establishes and enforces agreements made in Associate Contractor Agreements (ACA) • Primary Point of Contact for the customer, the small-business primes and the subcontract workforce • Responsible for staffing across the entire program. • Ensures “unity of effort” across the entire program team and resolves all conflicts between prime companies. • Ensures equitable allocation of work across all primes and ensures small business commitments are met


BASIC QUALIFICATIONS: • Minimum 15 years’ experience as a program manager managing TTO-driven Engineering service and completion-based programs or contracts of at least $50M a year. • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment • Knowledgeable of the guidelines provided by the FAR and DFARS, DoD 5000 series, and ICD 801 policies. • Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, and schedule and financial data monitoring and reporting. • At least three years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management. • UNITED STATES CITIZENSHIP IS REQUIRED. THIS POSITION REQUIRES AN ACTIVE TOP SECRET/SCI CLEARANCE WITH FULL-SCOPE LIFESTYLE POLYGRAPH. PREFERRED QUALIFICATIONS: • Bachelor's degree in a related field with 15+ years’ prior project/program experience in the Intelligence Community. • Demonstrated experience with Orals presentations as part of a large proposal effort • Excellent written and verbal communication skills are required with the ability to present complex technology into layman terms. • Experience with cost reimbursable contracts • Experience supporting complex technical intelligence operations • Experience managing development, integration and operational support contracts • Ability to work in a dynamic environment and non-standard hours when needed. • PMP or other certification (e.g. DAWIA) highly recommended.
