AT&T Program Manager (Government) in Hanover, Maryland

The Government Program Manager provides program oversight related to developing, deploying, and managing a large and complex program for a Federal agency.

The Program Manager shall oversee and authorize, all actions taken during the contract, including, but not limited to, overall life cycle program management, contract deliverables, resource allocation, billing and invoicing, meeting project milestone objectives, supplier/vendor management of partners, and P&L management. The Program Manager shall oversee all key personnel, both on and off-site to include the network operations center staff and shall be solely responsible for the overall program. The Program Manager shall work directly with the Contracting Officer’s Representative (COR) to coordinate activities and escalations.

The Program Manager conducts end to end project management, leads cross functional teams (internal and external) to complete project deliverables within contracted timeline and budget. Identifies key internal/external stakeholders necessary for project completion and develops overall strategy for task orders.

Work with external vendors and internal stakeholders to champion project(s) throughout the contracts period of performance. Develops detailed work plans, schedules, estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensure adherences to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to the project team. Recommends and takes action to direct the analysis and solutions of major problems. Communicates to client/vendors/leadership. Analysis of program performance to contractual obligations to make required decisions and changes to effect successful program leadership and customer satisfaction.

Additional Information:

Required Skills, Certification, Experience, and Education:

  • Bachelor of Science or Bachelor of Administration degree

  • Project Management Professional (PMP)® in accordance with the Project Management Institute (PMI)®

  • Located at a federal agency in the greater Baltimore MD/Washington DC area; must be willing to be collocated at customer site

  • 7+ years program management experience in a large enterprise environment

  • Knowledgeable with Avaya and Cisco Unified Communication and Contact Center environment solutions

Required Clearance: Ability to obtain Public Trust


  • Information Technology Infrastructure Library (ITIL)

  • 7+ years program management experience in a large Government Unified Communication and Contact Center environment

  • Experience with multi- vendor program management

  • Unified Communication and Contact Center experience supporting 1,000 sites and 100,000 users
