Applied Physics Laboratory Program Security Representative in Laurel, Maryland
The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking a Program Security Representative.
Job Summary: The Program Security Representative will provide expertise in security functions and activities supporting designated technical and engineering programs for the Laboratory; and provide security advice to Program Managers and technical staff.
Duties (Listed in order of importance with the estimated amount of time spent** at each task):
- Serve as the special security official on multiple programs, providing expertise in all security functions for selected programs in accordance with the NISPOM, supplements, overprints and other government regulations (e.g. JAFAN). Provide facility security administration, documentation and management; ensure the adherence to contractual guidance for numerous programs and facilities. (70%)
- Maintain understanding of the selected programs' technology and maintain a thorough understanding of the sponsors' security requirements. Establish and assist in administering special security provisions in subcontracts. (10%)
- Provide professional interactions with a broad cross-section of staff members within APL and with individuals external to APL. Represent the Lab while conducting liaison between the APL, government sponsors, and subcontractors. (10%)
- Advise management in the area of security where risks and tradeoffs have a direct impact on the accomplishment of the project, test or evaluation. Assist Program Managers in the interpretation, application and compliance with Security Classification Guides (SCGs). Identify and resolve problems and issues. Identify legal, regulatory and compliance concerns. Perform physical security responsibilities for several facilities. (10%)

Required Qualifications: Bachelors Degree or equivalent in Business, Information Systems, or similar field. 5+ years of professional security experience. An in-depth understanding of advanced security principles and government special security regulations (i.e. DoD Manual 5205.07, Vols I - IV, ICD 705, JSIG, RMF). Ability to develop and execute security policy, plans and procedures. Excellent organizational/communications skills and the ability to effectively interact with staff at all levels. Must maintain appropriate relationships between leadership in the security department as well as the principals in the supported organization. TS/SCI Clearance is required. Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Special Security Programs. Must also be eligible for a Polygraph examination. Preference for current SSBI. Eligibility requirements include US citizenship.
Desired Qualifications: Direct experience working as a program or contractor program security officer. Thorough understanding of DoD organizational structures. Experience working in an organization with reporting responsibilities to multiple sponsors/authorities. Some information systems skills desired. TS/SCI clearance is required.
Special Working Conditions: Will be working in a closed environment; extended hours periodically required; valid state driver's license required; Approximately 5% out of area travel will be required.
