AVIAN. LLC Program Analyst/Test Information Manager in Lexington Park, Maryland

AVIANis seeking a Test Information Manager to assist the APMT&E and LTE with development and refinement of technical baselines, Program Office cost estimates for T&E, and program test project funding requirements.

Duties and Responsibilities:

  • Analyze program requirements, status, budget and schedules.

  • Performs program management, technical, or business case analyses.

  • Collect, complete, organizeand interpret technical data and financial information relating to aircraft acquisition and product programs.

  • Track program/project status and schedules.

  • Apply policies and procedures for financial planning.

  • Maintain and manages Program Office “Rainbow Charts” in support of the APMT&E.

  • Track requirements and metrics and manage the Test Requirements Definition, and Concurrence (TRDC) process.

  • Ensure program budget is planned and executed for test assets, range usage, and facilities to efficiently & effectively conduct test programs.

  • Ensure test resources are managed in synergistic, results oriented, customer focused environment in support of Program goals.

  • Perform T&E cost analysis to support acquisition strategy or new/modified aircraft, weapons, or support systems.

  • Monitor and track test metrics and verifies system performance against requirements, using established tracking tools (e.g., Dynamic Object Oriented Requirements System (DOORS), Master Objectives Matrix (MOM), etc.).

  • Identify areas of risk, concern, and/or disconnect between AIR-5.0, and AIR-4.0, AIR-6.0, and COMOPTEVFOR.

  • Provide status reports and respondsto data calls as required by the program APMT&E and LTE.

  • Lead or actively participate in initiatives to trim program or acquisition costs, improve T&E processes, and save NAVAIR business costs.

  • Provide status reports and respond to data calls as required by the APMT&E.

  • Provide program office analytical support.

  • Participate as a member of and/or supports T&E Working Integrated Product Teams (T&E WIPT) meetings.

  • Track program/project status and schedules, take minutes, prepare T&E presentations, reports, studies, and documentation.

  • Perform tasks under supervision.

Required Previous Experience

  • “Program Analyst”: At least four (4) years of experience in program management, technical or business analysis discipline; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. Must have experience processing program acquisition, funding and contract documentation for military programs.

  • “Program Analyst (Junior)”: At least two (2) years of experience in a business or technical position.

Desired Previous Experience

Previous program office experience supporting US Navy / US Marine Corps acquisition and development efforts, including those involving complex T&E of hardware and/or software related to engineering or functional requirements of military aircraft and weapon systems. Experience with test program management, and development of T&E metrics to track test program progress against plan. Demonstrated experience in the management of program/project status and schedules.

Desired Skills:

Familiarity with NAVAIR iTest suite of tools, and standard T&E metrics used for T&E program management. Demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series).

Education:

  • “Program Analyst”: BS or BA degree in a Business, Management or "Relevant Technical Discipline".

  • “Program Analyst (Junior)”: AS or AA degree.

Substitutions:

  • “Program Analyst”: An AS or AA degree and an additional four (4) years of experience; OR an additional six (6) years of experience may be substituted for a BS or BA degree.

  • “Program Analyst (Junior)”: At least two (2) years of experience in a business or technical position. An additional four (4) years of experience can be substituted for an AS or AA degree.
