Job Description:

Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project focused on strengthening laboratory diagnostic networks and surveillance systems, with a cross-cutting third objective focused on evidence and innovation. ICF is seeking an Infectious Disease Surveillance Specialist to be responsible for providing technical assistance to strengthen national infectious disease surveillance and for managing the project’s surveillance-related activities in Liberia. The Infectious Disease Surveillance Specialist will work closely with national and sub-national counterparts, the IDDS project team, and stakeholders in the Global Health Security Agenda. The position reports to the IDDS Chief-of-Party in Monrovia or his or her delegate.

Responsibilities:

  • Provide technical assistance to the Ministry of Health and the national and sub-national level to strengthen infectious disease surveillance including anti-microbial resistance surveillance.

  • Collaborate and coordinate with other stakeholders on surveillance issues, participating in any relevant technical working groups

  • Analyze surveillance data and present data using data visualization techniques to all levels of decision makers

  • Manage activities including developing work plans and budgets and monitoring, reporting on progress, and managing sub-contractors and other staff working on IDDS surveillance activities

Basic Qualifications:

  • Master degree in public health, epidemiology, biostatistics, or related fields

  • Minimum 8 years of experience in related field

  • Familiarity with Liberia’s surveillance system and health information system

  • Advanced statistical skills using STATA, SAS, or R and Epi Info

  • Data visualization skills to facilitate use of data for decision making

  • Strong writing skills

  • Fluency in written and spoken English

  • Willingness to travel within Liberia

Preferred Qualifications:

  • PHD in relevant field or MD

  • Spatial analysis skills including disease risk mapping and predication

  • Familiarity with epidemic threshold determination.

  • Experience and understanding in the infectious disease surveillance and response, Global Health Security Agenda, anti-microbial resistance surveillance, Joint External Evaluation tool, One Health

  • Liberian national
