National Oceanic and Atmospheric Administration IT Specialist (SysAnal/APPSW), ZP-2210-3/4 (DE/CR) in Silver Spring, Maryland
This position is located in the National Ocean Service (NOS), National Geodetic Survey (NGS), Systems Development Division (SDD) with a few vacancies in Silver Spring, Maryland.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.
If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

As an IT Specialist, you will perform the following duties:
- Develop and manage software related to geospatial products and services.
- Perform a range of analysis and design tasks contributing to the development and compliance of software applications and system architecture. Be responsible for overall project plans including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, contingency plans, monitoring activities and evaluating and reporting on accomplishments.
- Communicate complex technical requirements to non-technical personnel.
- Prepare and present briefings to senior management officials on complex/controversial issues.
These duties are described at the full performance level of ZP-4; the ZP-3 is developmental leading to such performance.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicant must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Developing and managing of software related to geospatial products and services and
Participating in the development, testing, installation and support of new or existing software applications for a scientific environment.
Ph.D. or equivalent doctoral degree in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field; 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR a combination of education and experience.
To qualify at the ZP-4 or GS-13:
SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicant must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
- Developing and managing software related to geospatial products and services;
- Participating in the design, development, testing, installation and support of new or existing software applications for a scientific environment; and
- Managing projects that include monitoring critical milestones and activities to ensure completion of projects and ensuring products are delivered on schedule and within budget.
CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of Silver (Well Qualified).
